Fixes

- GovRAMP Documentation: Fixed issue where policy documentation was not using Rev 5 controls
- GovRAMP Documentation: Fixed issue where parameters were displayed incorrectly in documentation
- Issues: Updated Issue API to better account for potential duplicate POAM IDs
- Solution Capability Dashboard: Fixed issue where Group by filter for responsible role did not work in certain situations
